Established in 1966, it is owned by 68 members—49 from the region. The Project involved the construction and operation of the first utility-scale solar power project in Cambodia with capacity of 10 MWp DC. The Project is located in Bavet City, Svay Rieng Province, near the border with Viet Nam.
Commercial operations started in October 2017. The project is the first utility-scale solar power plant in Cambodia, and the first competitively tendered renewable energy IPP project in the country.
The Cambodian Cabinet approved four energy projects this past April, a US$231 million hydroelectric power and three solar power projects with a combined, rated, maximum power capacity of 140 MW. The latter are expected to come online and dispatch power to the national grid by 2020 and 2021 in four different provinces.
The country recently approved the Power Development Masterplan (2021–2040), covering an inspiring goal of increasing solar PV capacity to 1,000 MW by 2030 and 3,000 MW by 2040. Solar generation will need to be a key part of Cambodia's efforts to expand access to affordable power while also transitioning to cleaner energy.
Just two solar power plants are up and running in Cambodia at present, one a 10-MW plant developed by Singapore's Sunseap and another, 60-MW facility in Kampong Speu. Cambodia consumed a total of 2,650 megawatts of electricity in 2018, an increase of about 15% compared to 2017, according to the Ministry of Mines and Energy.
